T-3Read about Cecil Walker’s work on the FEMA project to repair the Tillamook Bay Railroad Project. This historic railroad in Oregon was built by hand around 1900 with some of the bridges over 400 feet off the canyon floor.

There are 87 miles of rail line throughout the Tillamook mountain forest, and Walker and team covered every single foot in four months. This includes 77 bridges and 10 tunnels. Some of the washouts they had to cross were over 200 feet deep.

Project members sometimes had to hike in with about a 50-pound pack each with equipment, climbing gear, food, and water.  Incidentally, Tillamook is also the home of Tillamook cheese.

  • Universal Studios Florida
    Scope: 100-acre site. Infrastructure, including roads, utilities, parking lots, walk area, and lagoons. 60+ buildings and rides, including Jaws, King Kong, Back to the Future, ET, Hanna Barbera, restaurants, and gift shops. Provided construction inspections. Timeline: 30 months

  • Theme Park Fireworks Compound
    Scope:Construct thirteen (13) pre-engineered metal storage buildings, along with associated roadways and utilities. The project included the installation of approximately 10,000 LF of fire and water pipeline.Timeline: 6 months

  • Walgreens Drug Store
    Scope: Construct a 15,000 SF concrete block building along with associated roadways and utilities. This project included the improvements to off-site roadways.
    Timeline: 5 months

  • Sunland Hospital
    Scope: Demolition of 1940s era facilities. Project included a five-story and seven-story structure. Land area covered 48,000 square feet. Hazardous materials remediation involving lead, asbestos, and DDT was performed prior to demolition of building. Park facility built subsequent to building demolition.
    Timeline: 210 days. Completed on time and within budget parameters
