Financing for Your Project

A critical part of a successful project involves financing. CW works with several major financial institutions to assist Tribes in obtaining the maximum and most competitive financing, normally through bonds for their project. Typically, Tribes will be required to fund most of the up front costs associated with the development project. These costs can include but not be limited too; feasibility studies, environmental studies, and architectural and engineering fees to get the plans far enough along to obtain a Guaranteed Maximum Price. When the project is deemed truly feasible and ready to go, CW works with the Tribe to recoup these up front fees, resulting in a project that is nearly 100% financed.

FEMA STATE DISASTER WORK EXPERIENCE

DISASTER RELIEF WORK EXPERIENCE

2008 – present FEMA in Oregon

Worked with Public Assistance Program, DR 1733 – Oregon. Provided site investigation and site evaluation for 90 miles of railroad and steel bridges, wood bridges, native wood bridges and historical bridges from Tillamook on the west coast through mountains to Banks Oregon (near Portland, Oregon). Executed investigation and site evaluation on roads, logging roads, bridges, water treatment facility, wastewater treatment systems, lagoon percolation systems and high voltage trans state power line damages in northwest Oregon. This required arduous multi-mile hikes in rain and snow over difficult mountain terrain and crossing swift water streams and washed out/eroded canyons for the railroad, logging roads and the transmission line in order to develop an evaluation and measurement of damages required for estimating/CEF. Developed CEF after site visits. Port of Tillamook Bay Railroad CEF contains 185 pages.

2005 - 2006 FEMA in Mississippi and Alabama. Worked with the Public Assistance Program estimating CEF format and evaluating damages for vertical facilities, including schools and hospitals, in multiple counties in Mississippi and Alabama after DR-1604 Hurricane Katrina. Developed DSRs/PWs, design and construction estimates, and FEMA CEF format estimates, reviewed design documents for compliance with Federal Standards, and developed action plans and federal funding appropriation proposals.

2004 FEMA in Alabama. Worked with Public Assistance in evaluating bridges damaged by flooding after #1549 Hurricane Ivan. Provided field inspection and development of repair/replacement estimates for multiple counties, varying from culverts and wood bridges to steel bridges, concrete bridges, and combinations of building methods.

2004 - 2005 FEMA in Florida. Worked with both the Public Assistance Program and the Individual Assistance Program with FEMA in 2004 through 2005 on the following disasters: DR-1561 Hurricane Jeanne, DR-1551 Hurricane Ivan, DR-1545 Hurricane Francis, DR-1539 Hurricane Charley.

For IA: Developed FEMA trailer sites, site budgets, delivery and setup for numerous sites in multiple counties in Florida.

For PA: Developed planning concepts, budgets, FEMA CEF estimates and schedules to rebuild government facilities in multiple counties, including resorts, marinas, arenas, indoor horse arenas, shopping malls, ocean front condos/hotels, and government offices.

1994 California State at Northridge Post-Earthquake. Provided construction management services building a temporary campus in nine weeks. Developed DSRs to include long-term estimates and budgets to rebuild, managed the recovery of rebuilding costs from FEMA.

1992 Dade County Public Schools Post-Hurricane Andrew. Managed $27 million complete rebuild of 125 multiple- building school facilities in 19 days for Dade County Public Schools, and directed loss recovery from insurance companies and FEMA.

FEMA classes completed: IS 100, IS 200, IS 631 (1 & 2), OSP (1 & 2), NIMS 700, 406 Mitigation.

U.S. Army Corp of Engineers: certified Quality Control Manager

OSHA: 8 hour and 20 hour courses completed.

American Arbitration Association: Arbitrator for Construction 1993 - present.
